CHILMARK PERSONNEL BOARD MEETING OCTOBER 6, 2005
CHILMARK TOWN HALL – FINAL

CALL TO ORDER:  8:00 AM  

PRESENT:  Members Jennie Greene, Richard Williams, Max McCreery and Lois Norton. Also present:  Riggs Parker, Tim Carroll and Chuck Hodgkinson.   Absent:  Henry Burkin and Polly McDowell.

MEETING MINUTES:  The September 15 meeting minutes were reviewed and discussed.  Mr. McCreery made a motion to approve the minutes with minor corrections.  Ms. Norton seconded and the vote was unanimous in favor.

Jack Collins’ comments on the June 10 meeting minutes were discussed.  It was agreed to ask Jack to explain why the 20-minute break discussion was deleted and get his opinion on the Assistant Assessor and Building Inspector job classification as exempt or nonexempt.  It was later decided to forward Jack a complete list of specific questions for input that includes these two items.

FISCAL 2007 COST OF LIVING ADJUSTMENT (COLA):  Ms. Greene pointed out that the PB must make a COLA recommendation to the Board of Selectmen for FY 2007.  After discussion it was agreed to organize whatever data is available and agree on a recommendation at the October 20 PB meeting.  It was also agreed to document the specific methodology used to arrive at the recommendation for future reference and consistency.  Chuck Hodgkinson will research last year’s PB minutes to determine what data was used to establish the Town’s COLA.

WORKING MEETING:  The latest draft personnel policies were reviewed and discussed.  Mr. Williams made a recommendation and the PB agreed that an explanatory statement should be included with all of the new policy guidelines to outline their purpose, which is to clarify and/or amplify the Town’s personnel by-laws.  It also was agreed to send the following policies to Jack Collins for input – after making minor adjustments:  Exempt/Nonexempt, Hourly/Salaried Positions -- (excluding the specific pay methods for each Town job); Overtime, Compensatory Time; Flexible Scheduling; Lunch and Break Time and Contract Labor.  It was determined a separate policy for personal vehicle use and reimbursement is not needed as this is clearly covered in the personnel by-law.  Lastly, the PB agreed it still needed to draft policies for civic duty volunteers and staff administration.  The staff administration policy is to outline the procedure for employee performance reviews and merit pay increases etc.

With no further business to conduct Mr. Williams made a motion to adjourn the meeting.  Mr. McCreery seconded and the meeting adjourned at 10:05 AM.
